Its main purpose is to understand the business, users, customers and market dynamics and define crystal clear plan of developing the idea of how the product might fit in the market and customers' lives.
It's a process to discover "are we building right things?".
Plan (a.k.a strategy) is a roadmap to get from point A to point B. In other words, it's a plan of achieving desired state (business goals) based on current situation.
